Actually, you can change it in localsettings - just tried it on the ZYB Wiki, and from now on every user that is created has a default setting of receiving notifications when another user edit their pages. Looking into how we can enable this for existing users now...

This setting looks almost what you're looking for: http://www.mediawiki.org/wiki/Manual:$wgUsersNotifiedOnAllChanges - you have to give it a list of users that are to be notified, wildcards "might" work (haven't tried it).
